The development of instructional modules requires a systematic integration of educational theories, pedagogical principles, instructional design models, and evaluation strategies to ensure meaningful and effective learning outcomes. However, these educational components are often applied independently, resulting in fragmented module development processes that lack coherence and practical guidance, particularly in culturally responsive education. To address this challenge, the Mc-CEM Integrated Framework (MIF) was developed as a systematic, integrated, visual, and culturally responsive educational framework that guides the development of instructional modules in Visual Arts Education. The framework integrates Social Constructivism Theory, Culturally Responsive Pedagogy, the ADDIE Instructional Design Model, and the Product-Oriented Teaching Model into a unified visual framework that supports module design, development, implementation, and evaluation. The novelty of MIF lies in its synthesis of these established educational components into a single coherent framework that bridges theoretical foundations with practical module development. The framework benefits educators, researchers, and instructional designers by providing a structured reference for developing culturally responsive instructional modules while promoting systematic and learner-centred educational practices. In addition, MIF demonstrates strong commercialisation potential through its application in professional development programmes, instructional design training, consultancy services, module development manuals, digital toolkits, and higher education courses. Overall, the Mc-CEM Integrated Framework (MIF) represents an innovative educational framework that facilitates systematic module development and supports culturally responsive teaching and learning across diverse educational contexts.
